The 15th International Conference on Logistics and Transportation (ICLT2025), which brings together academics, government officials, and practitioners from various countries, is being held at the University of Tokyo’s Hongo Campus (Bunkyo-ku, Tokyo) from the 26th to the 28th. This year’s main theme is “Supply Chain Decoupling (Fragmentation and Restructuring)”. On the first day, there were many announcements, including keynote speeches by Takayuki Hirabayashi, Director of the Consumption and Distribution Policy Division of the Ministry of Economy, Trade and Industry, and Charlie Chang, CEO (Chief Executive Officer) of Taiwanese logistics real estate development company Ally Logistics Properties (ALP).
This is the third time it has been held in Japan, co-sponsored by five institutions, including the Center for Excellence in Connectivity at Thammasat University Business School in Thailand, the Northeast Asia Institute of Logistics and Distribution at Chung-Ang University in South Korea, and the University of Tokyo. About 50 people from more than 10 countries around the world participated.
Mr. Hirabayashi gave a lecture on physical Internet (PI) initiatives, detailing the impact of the “2024 problem”, the roadmap for implementing PI in 40, the efforts of stakeholders, and government support. “We will continue to manage progress and pursue innovative initiatives across industries to achieve our goals,” he said.
CEO Chang introduced ‘Omega’, a large-scale facility development model that provides warehouses, automation equipment, and information systems in one package. Tenant companies can jointly use automation equipment and other equipment to optimize logistics costs. It is expanding from Taiwan to Southeast Asia, and plans to develop it in Japan as well.
About 30 papers will be presented during the three-day conference. On the 27th, Shigeyuki Takano, President of Sustainable Shared Transport (SST), and Yuha Ueno, General Manager of Logistics Solutions of Tokio Marine Smart Mobility, also took the stage.
ICLT emphasizes information sharing and networking among participants, keeping the scale to a certain extent. Chairman Poty Chao Paisan (Chiang Mai University) said, “Problems and solutions related to logistics vary from region to region, but we would like to aim to expand the network as a place to create shared knowledge.” Takayuki Mori, chairman of the executive committee (University of Distribution Science), said, “The exchange of diverse participants will deepen discussions and promote international progress.”

การประชุมวิชาการนานาชาติด้านโลจิสติกส์และการขนส่งครั้งที่ 15 (ICLT2025) ซึ่งรวมนักวิชาการ เจ้าหน้าที่ภาครัฐ และผู้ปฏิบัติงานจากหลายประเทศ กำลังจัดขึ้นที่มหาวิทยาลัยโตเกียว วิทยาเขตฮงโก (เขตบุงเคียว กรุงโตเกียว) ตั้งแต่วันที่ 26–28 พฤศจิกายน ปีนี้ ภายใต้หัวข้อหลัก “Supply Chain Decoupling (Fragmentation and Restructuring)” หรือ การแยกตัวของห่วงโซ่อุปทาน (การกระจายตัวและการปรับโครงสร้างใหม่)
ในวันแรกมีการนำเสนอผลงานวิจัยจำนวนมาก รวมถึงปาฐกถาพิเศษโดย Mr. Takayuki Hirabayashi ผู้อำนวยการกองนโยบายการบริโภคและการกระจายสินค้า กระทรวงเศรษฐกิจ การค้า และอุตสาหกรรมของญี่ปุ่น (METI) และ Mr. Charlie Chang ประธานเจ้าหน้าที่บริหาร บริษัทพัฒนาอสังหาริมทรัพย์ด้านโลจิสติกส์ของไต้หวัน Ally Logistics Properties (ALP)
นี่เป็นครั้งที่สามที่มีการจัดประชุมดังกล่าวในญี่ปุ่น โดยมีสถาบันผู้ร่วมจัด 5 แห่ง รวมถึง Center for Excellence in Connectivity แห่งคณะพาณิชยศาสตร์และการบัญชี มหาวิทยาลัยธรรมศาสตร์ ประเทศไทย, Northeast Asia Institute of Logistics and Distribution แห่งมหาวิทยาลัยชุงอัง ประเทศเกาหลีใต้ และมหาวิทยาลัยโตเกียว โดยมีผู้เข้าร่วมประมาณ 50 คนจากกว่า 10 ประเทศทั่วโลก
Mr. Hirabayashi บรรยายเกี่ยวกับความคืบหน้าของ Physical Internet (PI) โดยอธิบายถึงผลกระทบของ “ปัญหา พ.ศ. 2024” โรดแมปการดำเนินงาน PI ในปี 2040 ความร่วมมือของผู้มีส่วนได้ส่วนเสีย และการสนับสนุนจากภาครัฐ พร้อมกล่าวว่า “เราจะยังคงบริหารจัดการความก้าวหน้า และผลักดันนวัตกรรมข้ามอุตสาหกรรมอย่างต่อเนื่องเพื่อให้บรรลุเป้าหมาย”
Mr. Chang แนะนำ “Omega” โมเดลการพัฒนาศูนย์โลจิสติกส์ขนาดใหญ่ที่ผสานคลังสินค้า ระบบอัตโนมัติ และระบบสารสนเทศไว้ในแพ็กเกจเดียวกัน ช่วยให้ผู้เช่าสามารถใช้ระบบอัตโนมัติร่วมกันเพื่อลดต้นทุนโลจิสติกส์ ปัจจุบันกำลังขยายจากไต้หวันไปยังเอเชียตะวันออกเฉียงใต้ และมีแผนพัฒนาในญี่ปุ่นด้วย
ในการประชุมตลอด 3 วันจะมีการนำเสนอผลงานวิจัยประมาณ 30 เรื่อง โดยในวันที่ 27 พฤศจิกายน Mr. Shigeyuki Takano ประธาน Sustainable Shared Transport (SST) และ Mr. Yuha Ueno ผู้จัดการทั่วไปฝ่ายโซลูชันโลจิสติกส์ของ Tokio Marine Smart Mobility ได้ร่วมบรรยายบนเวทีด้วย
การประชุม ICLT ให้ความสำคัญกับการแลกเปลี่ยนข้อมูลและสร้างเครือข่ายระหว่างผู้เข้าร่วม จึงกำหนดขนาดงานให้มีความเหมาะสม Prof. Poty Chao Paisan (มหาวิทยาลัยเชียงใหม่) ประธานการประชุม กล่าวว่า “ประเด็นปัญหาและแนวทางแก้ไขด้านโลจิสติกส์แตกต่างกันไปตามภูมิภาค แต่เราต้องการใช้งานประชุมนี้เป็นพื้นที่สร้างองค์ความรู้ร่วมกันและขยายเครือข่าย”
ด้าน Prof. Takayuki Mori ประธานคณะกรรมการดำเนินงาน (มหาวิทยาลัยวิทยาศาสตร์การกระจายสินค้า) กล่าวว่า “การแลกเปลี่ยนระหว่างผู้เข้าร่วมที่หลากหลายจะช่วยให้การอภิปรายลึกซึ้งยิ่งขึ้นและส่งเสริมความก้าวหน้าระดับนานาชาติ”
