On 15 May 2026, Professor Dr. Ruth Banomyong and Dr. Paitoon Varadejsatitwong from the Center of Excellence in Connectivity, Thammasat University, attended the first meeting of the Committee for Studying the Implementation of the Infrastructure Development Project to Connect Transport between the Gulf of Thailand and the Andaman Sea, commonly known as the “Land Bridge Project.” The meeting was held at Meeting Room 301, 3rd Floor, Command Building 1, Government House.
The meeting covered several important agenda items, including the acknowledgment of the order appointing the committee responsible for studying the implementation of the Land Bridge Project, the appointment of qualified experts in transport and logistics, and the consideration of the committee’s operational framework. Professor Dr. Ruth Banomyong was appointed as a qualified expert in transport and logistics to provide academic inputs on the studies, data, and evidence related to the project.
Professor Dr. Ruth’s role in the committee is to support a careful, transparent, and evidence-based review process. Particular emphasis is placed on examining the project’s key assumptions, including projected cargo demand, transport costs and travel time, route competitiveness, infrastructure and cargo-handling capacity, as well as potential economic, social, environmental, natural resource, and community impacts.
The meeting considered the committee’s operational framework and concluded that the next stage of project assessment should primarily be based on the study conducted by the Office of Transport and Traffic Policy and Planning (OTP). This is because the OTP study provides a detailed assessment of the project’s feasibility across key dimensions, including economics, finance, engineering, society, environment, preliminary design, and development and investment models.
At the same time, the committee agreed that the review should also take into account the Senate report titled “Feasibility Study of the Infrastructure Development Project for Transport Connectivity to Develop the Southern Economic Corridor Linking the Gulf of Thailand and the Andaman Sea (Land Bridge)”. This will help ensure that the assessment is comprehensive and reflects observations from the legislative branch and relevant stakeholders.
The meeting also highlighted the importance of public participation in the project area. The committee discussed the appointment of local public representatives as committee members so that community perspectives, concerns, and potential impacts can be systematically incorporated into the review process. In addition, the meeting agreed to establish subcommittees under the main committee to support the study and consideration of specific issues within the designated timeframe.
Professor Dr. Ruth emphasized the importance of carefully reviewing the project’s key data and assumptions. These include the assessment of future transport demand, the feasibility of attracting container volumes from existing routes, the appropriateness of investment costs and economic returns, and the practical operational constraints of logistics systems connecting the two seaboards.
He also stressed that the development of large-scale infrastructure should not be assessed solely from economic and transport perspectives. Environmental, social, and community impacts must also be considered in parallel to ensure a balanced and responsible decision-making process.
The participation of the Center of Excellence in Connectivity in this meeting reflects the Center’s role as an academic knowledge hub in connectivity, infrastructure, transport, and logistics. The Center aims to support policy decision-making through accurate, comprehensive, and verifiable evidence, ensuring that major national projects are considered in a balanced manner across economic development, national competitiveness, quality of life, and the sustainability of natural resources and the environment.

เมื่อวันที่ 15 พฤษภาคม 2569 ศาสตราจารย์ ดร.รุธิร์ พนมยงค์ และ ดร.ไพฑูรย์ วราเดชสถิตวงศ์ จากศูนย์แห่งความเป็นเลิศทางวิชาการด้านความเชื่อมโยง แห่งมหาวิทยาลัยธรรมศาสตร์ เข้าร่วมการประชุมคณะกรรมการศึกษาแนวทางขับเคลื่อนโครงการพัฒนาโครงสร้างพื้นฐานด้านคมนาคมขนส่งเพื่อเชื่อมโยงการขนส่งระหว่างอ่าวไทยและอันดามัน หรือ “โครงการแลนด์บริดจ์” ครั้งที่ 1/2569 ณ ห้องประชุม 301 ชั้น 3 ตึกบัญชาการ 1 ทำเนียบรัฐบาล
การประชุมครั้งนี้มีวาระสำคัญเกี่ยวกับการรับทราบคำสั่งแต่งตั้งคณะกรรมการศึกษาแนวทางขับเคลื่อนโครงการแลนด์บริดจ์ การแต่งตั้งกรรมการผู้ทรงคุณวุฒิด้านการขนส่งและโลจิสติกส์ รวมถึงการพิจารณากรอบการดำเนินงานของคณะกรรมการฯ โดย ศาสตราจารย์ ดร.รุธิร์ พนมยงค์ ได้รับแต่งตั้งเป็นกรรมการผู้ทรงคุณวุฒิด้านการขนส่งและโลจิสติกส์ เพื่อร่วมให้ความเห็นเชิงวิชาการต่อผลการศึกษาและข้อมูลที่เกี่ยวข้องกับโครงการดังกล่าว โดยบทบาทของ ศาสตราจารย์ ดร.รุธิร์ ในคณะกรรมการฯ เป็นการสนับสนุนกระบวนการพิจารณาเชิงวิชาการอย่างรอบคอบ โปร่งใส และตั้งอยู่บนหลักฐานเชิงประจักษ์ โดยให้ความสำคัญกับการตรวจสอบสมมติฐานสำคัญของโครงการ ทั้งด้านปริมาณสินค้าที่คาดว่าจะมาใช้บริการ ต้นทุนและระยะเวลาการขนส่ง ความสามารถในการแข่งขันของเส้นทาง ขีดความสามารถของโครงสร้างพื้นฐานและอุปกรณ์ขนถ่าย ตลอดจนผลกระทบด้านเศรษฐกิจ สังคม สิ่งแวดล้อม ทรัพยากรธรรมชาติ และวิถีชีวิตของประชาชนในพื้นที่
ที่ประชุมได้พิจารณากรอบการดำเนินงานของคณะกรรมการฯ โดยมีข้อสรุปสำคัญว่า การพิจารณาโครงการในระยะต่อไปควรใช้ผลการศึกษาของสำนักงานนโยบายและแผนการขนส่งและจราจร หรือ สนข. เป็นข้อมูลพื้นฐานหลัก เนื่องจากเป็นการศึกษาความเหมาะสมของโครงการในระดับรายละเอียด ทั้งด้านเศรษฐกิจ การเงิน วิศวกรรม สังคม สิ่งแวดล้อม การออกแบบเบื้องต้น และรูปแบบการพัฒนาและการลงทุน ขณะเดียวกันให้พิจารณาประกอบกับรายงานของวุฒิสภาเรื่อง “รายงานการพิจารณาศึกษา เรื่อง การศึกษาความเป็นไปได้ของโครงการพัฒนาโครงสร้างพื้นฐานด้านการคมนาคมขนส่งเพื่อพัฒนาระเบียงเศรษฐกิจภาคใต้ เชื่อมโยงการขนส่งระหว่างอ่าวไทยและอันดามัน (แลนด์บริดจ์)” เพื่อให้การพิจารณามีความรอบด้านและครอบคลุมข้อสังเกตจากฝ่ายนิติบัญญัติและผู้มีส่วนเกี่ยวข้อง นอกจากนี้ ที่ประชุมยังให้ความสำคัญกับการมีส่วนร่วมของภาคประชาชนในพื้นที่โครงการ โดยพิจารณาการแต่งตั้งผู้แทนภาคประชาชนเข้าร่วมเป็นกรรมการ เพื่อให้มุมมอง ข้อห่วงกังวล และผลกระทบที่อาจเกิดขึ้นกับชุมชนได้รับการนำเข้าสู่กระบวนการพิจารณาอย่างเป็นระบบ รวมถึงเห็นชอบให้มีการจัดตั้งคณะอนุกรรมการภายใต้คณะกรรมการฯ เพื่อสนับสนุนการศึกษาและพิจารณาประเด็นเฉพาะด้านภายในกรอบเวลาที่กำหนด
ศาสตราจารย์ ดร.รุธิร์ ได้เน้นย้ำถึงความจำเป็นของการทบทวนข้อมูลและสมมติฐานหลักของโครงการอย่างรอบคอบ โดยเฉพาะการประเมินอุปสงค์การขนส่งในอนาคต ความเป็นไปได้ในการดึงดูดปริมาณตู้สินค้าจากเส้นทางเดิม ความเหมาะสมของต้นทุนการลงทุนและผลตอบแทนทางเศรษฐกิจ รวมถึงข้อจำกัดด้านปฏิบัติการจริงของระบบโลจิสติกส์ระหว่างสองฝั่งทะเล ทั้งนี้ การพัฒนาโครงสร้างพื้นฐานขนาดใหญ่จำเป็นต้องพิจารณาไม่เฉพาะมิติด้านเศรษฐกิจและการขนส่งเท่านั้น แต่ต้องคำนึงถึงผลกระทบต่อสิ่งแวดล้อม สังคม และชุมชนในพื้นที่ควบคู่กันไป การเข้าร่วมประชุมในครั้งนี้สะท้อนบทบาทของศูนย์แห่งความเป็นเลิศทางวิชาการด้านความเชื่อมโยง แห่งมหาวิทยาลัยธรรมศาสตร์ ในฐานะแหล่งองค์ความรู้ด้านการเชื่อมโยง โครงสร้างพื้นฐาน การขนส่ง และโลจิสติกส์ ที่มุ่งสนับสนุนการตัดสินใจเชิงนโยบายด้วยข้อมูลที่ถูกต้อง รอบด้าน และตรวจสอบได้ เพื่อให้การพิจารณาโครงการสำคัญของประเทศเป็นไปอย่างสมดุลระหว่างเป้าหมายการพัฒนาเศรษฐกิจ ความสามารถในการแข่งขันของประเทศ คุณภาพชีวิตของประชาชน และความยั่งยืนของทรัพยากรและสิ่งแวดล้อม
